Regional directors love a single scorecard template. Local managers love exceptions. The friction is not aesthetic—it is definitional. If “on-time” in Sabah includes a weather grace window that Selangor never uses, a shared color scale becomes theater.
Start with a portable core
Pick five metrics that every branch can compute with the same grain and the same timestamp rule. Write the denominator in plain language on the tile. Everything else becomes a local annotation lane, not a silent rewrite of the core.
Exceptions need owners, not footnotes buried in hover text

Travel tests before rollout
Before you publish a template across Malaysia, run a travel test: give the same scorecard to two district leads who have never met and ask them to narrate why a branch is amber. If their stories diverge on the math—not the judgment—you still have definition drift.
Comparable visuals are a governance practice. The chart is just the evidence tray.
